Speaking as someone who tried to make these ... it's impossible with modern video editing software, which automatically fixes these problems. You need to have some older, obsolete software and to know how to break it.
It's difficult to simply obtain software that is able to make these effects.
I am on mac and thus have next to no options with regards to datamoshing. Using the tools I have access to, I am only able to remove i-frames (the video is also converted to avi and then back into mp4, causing a noticeable impact to quality).
