Oh, they definitely did. It's the aesthetic of Dino's, but the site is done by people who have actual design chops. Also I just double-checked and Dino's was founded in 2016, so...
Honestly, I’m not even mad. The attention to detail (the gradient ball list bullets, the ICQ icons!) are so great that whoever did this did it from a place of love. This does explain the weird anachronism of a gmail address on a site last updated in 2000, though!!
