this looks like a case of "soft hyphens" that became "real hyphens" perhaps due to some kind of poor text transformation to me...
my thought too...if you shift the first line back so the "re" fits on the first line, the other hyphens kinda fall into place at the end of lines, at least in my mental visualization which could be wrong in trying to find that pattern.
ohhh good point. maybe this document was manually hyphenated based on line-wrapping locations, then they changed the size but forgot to re-do the hyphens...
