Answering in a mish-mashed order:

on Neocities's free tier, you get a gigabyte of storage space and 200 gigs of max bandwidth, restrictions on what filetypes you can upload, you only get the one site (and any subpages of course, but those are still linked to the one site), and you're stuck with the default URL (which is just your account name I believe, so username dot neocities dot org for example)
their paid plan, which is $5 USD a month, gives you 50 gigs storage, 3,000 gigs bandwidth, no filetype restrictions, the ability to add a custom domain to your sites, and having multiple sites under one account
there's other things, of course, but that's the main stuff that comes to mind
