I read a (fiction) book before that said kobolds were fae. And kobold is the German word for goblin. So I would say: It's definitely possible!
You could argue it. I'd say it depends upon the world's etymology. In my world, Goblins are related to raccoons, no Fey involved

There's definitely a category that they both belong to, but I don't know what the name of that category is (or if it has a name!). People use "fairy" to refer to a specific thing, but I think it's also treated as a category name for brownies, elves (non-Tokien), pixies, gnomes, etc. I think it would be hard to find a rigorous definition that excludes goblins.
If there is a divide I think it's between glamor (fairy) vs grotesque (goblin). I don't think there's any way to make a coherent behavioral divide because most such beings, even the putative "nice" ones, have reasons they will begin to act in a way we perceive as malevolent. Even if there is a division there's still a category that includes both of them, but it's something generic like "spirit."
