it really is. the only significant steeper elevation change anywhere near here is visible in the background, at the dunes right before the north sea (maybe 6km away from where i took the picture). and that's maybe 30m up at the highest point
the rest is flat either because it's reclaimed swamp or because they dug it up to expose fertile soil / maybe to make farming easier
