which, contrary to what you might think, doesn't actually require KDE. you can install it on windows, even!
the gist of it is generally, you run it on a desktop computer or laptop or whatever, and on a phone. these two devices can then discover each other over the local network, and pair with each other. and then there are a number of "plugins" you can turn on/off to have them communicate in various ways.
the ones i use most are probably file transfer, opening URLs on my phone, and clipboard sharing. it can also do stuff like sync notifications, send texts, control media players, and use your phone as an input device.
and none of it uses any external servers or services! it uses broadcast packets on the local network for discovery and basically ssh keys for authorization/pairing. it's probably the most reliable implementation of this sort of thing i've seen
