In the early days, some game companies turned to creative solutions to offer consumers more. Xonox manufactured Double-Ender cartridges for Atari 2600 (and others), which could be inserted on either end. Both top and bottom were their own game. One of the games included was a Chuck Norris license. Yup.
They didn't need to make the cartridge as massive. Xonox did that for fun. That is, until they went bankrupt in the 1983 industry crash. 
Fun fact: Xonox wasn't the only one that used this gimmick. In fact, the double ended innuendo was taken one step further by Playaround, which offered early porno games on their two-sided cartridges.
