"DLC" is such a funny term. there was about a six-month period where "you can download it" was a clear and meaningful distinction between the base game and the expansion pack

I remember back in the late 90s, both Cavedog and Auran, for their games Total Annihilation and Dark Reign, had on their websites 'extra units and maps' you could download and add to your game for free. In my mind that was 'DLC' and now it's just morphed over time to be 'paid expansions'

... also licence keys for every one
