I believe that adding zeros/numbers essentially shifts the decimal, but removing zeros/numbers doesn't.

this exact thing made me once send $20 to someone instead of $2 but i let it go since they were a friend. i wonder how many transactions would be normalized if paypal changed this, giving them very little incentive to actually do so
