Policy update so that the Spartian program can be funded through Dual Wielding Licensing Agreement. The agency opted to let the license lapse because the cost of "Having Two Pistols" was too great.
the compound in the early spartan drugs that gave ambidexterity is what was causing paralysis in so many candidates. once that was isolated out spartans had a higher success rate of taking to the enhancements
