I've heard that word used so much that it's essentially meaningless at this point. At one point I thought it was like- a PG way to say "underaged" but it can mean like, any non-canon fictional relationship as well?

It means anyone who draws/writes/enjoys erotica or even any fictional content that the person finds morally objectionable or personally disgusting. This can range from underage characters and incest to abuse, murder, vore, or...like, a two-year age gap. It's the perspective of "there is no difference between fictional people and real people" mixed with "depiction = endorsement" and it's the most tiresome reactionary drivel that manages to radicalise an upsetting number of young people. I hate it!
I remember worrying about that when I was like, in high-school. Of course I worried about everything but yeah people are too comfortable with going after random people online for vague reasons.
