This is from Taito's Bouken-ou Topple, a video game for their IDYA interactive ride system. It was basically Taito trying to merge video games with theme park rides. The system is a large, sit-in cabinet that seats two people and that could shift itself around on multiple axes to simulate whatever movement was going on in-game. A builtin laserdisc system let them project advanced (for 1994) video, so the whole ride was "on rails", but it also had a trackball controller so you could interact with it. In this game, players are using the trackball to try to avoid obstacles and to shoot enemies with the ship's cannon.

I was surprised this video was online at all. I'm guessing they managed to get a scavenged laserdisc because this seems to be a high-quality transfer of the entire program, complete with the attract mode sequence and credits.
