Anyone know if there’s a way to turn .cia files for DSiWare into .nds files that can be loaded in a DSi emulator?
More precisely it seems like the answer is that if you use this tool here -- https://github.com/Cyanol/HackingToolkit3DS -- you can decompress the CIA file, which produces the NDS file you're looking for, though it may not output it with that specific file extension. At that point if you want to modify the output further, you'd use an NDS-related file editor.
