Anyone know if there's a good archive of Japanese PC game manual scans out there? I'm looking for Bokosuka Wars - ideally Sharp X1, but any non-NES platform in a pinch.

I was playing Bokusuka Wars for X1 as part of my research on Itachoco Systems, but turns out even figuring out what the controls are is an adventure

I checked a few of the Neo Kobe sets and couldn't find anything. That doesn't mean it isn't in one of them, though, because there are a lot of variations floating out there. Usually instructions and other scans are under "extras." Most of the time it's for later games that came in big box packages, like PC-98 Artdink and Falcom stuff. I'd guess Bokosuka Wars came with something basic like a single typewritten page.

One other thought: Are you playing with a keyboard that has a numpad? A lot of Japanese microcomputer games from that era used the numpad for movement. Like, I didn't understand how bump combat became a thing until I tried playing PC-88 Ys I with numpad controls.
