Looks like one of the disabled characters is in the game, just blocked off from the character select menu. From trying him out in the debug mode, I can see why - it looks like he has maybe 2/3 of his animations at this point. He's got a bunch of the basics but he's missing some normals and clearly doesn't have finished special moves yet. Loving this design though.
He was missing from the only location test, so I'm guessing this is about as finished as he ever got.
