a dropdown menu with only some of the folders and in particular never the one you actually want!
it is almost easier to just click-and-drag directly into the menu itself (but not that much easier if you have anything wrong with your hands that makes click-and-drag for more than a second hard... lmao)
I had the exact same problem for a long time, I've settled into a system now where I i keep a Garbage Dump folder at the front of my boomarks bar that i have every new bookmark go into without opening the prompt, and then every so often I'll dig through it and organize/delete all my new bookmarks into the correct folders/subfolders. Not perfect but it works a lot better for my brain.
this is probably The Way, lol. i've also found that you CAN, if you're determine, click and drag a tab over into the bookmarks menu and drop it in a folder. but that is also Fiddly and Annoying esp. if you have a lot of folders and have to scroll up and down lol
Yeah it can be a nightmare to randomly drop a bookmark into the wrong subfolder and then try to go digging for it. But i also haven't found a bookmark manager that works better so... (Although maybe i should go looking again, its been a few years)
