Phone wire, but that makes the lack of change that much more confusing. Those are so easy to move.

i didn't even notice that this was taking place in Pennsylvania until the PECO men were mentioned, but once I figured it out I just nodded sagely and went "yeah thats basically philly in a nutshell"
