You can! Although you have to put text in the rebug first. Content warnings on rebugs work the same way, disabled until there's body text. I should probably create a bug report...

That's the smart way to do it imo, thinking on it more, it's probably so rebugs can't be in a weird state of having 18+ or CW flags when otherwise blank, since blank rebugs act differently?
