You should be able to pet everything.
Also attempting to shoot a cat should curse you, like secretely fuck up all of your stats and make you the target of freak lightning bolts in broad sunny daylight. But you should be able to.
I agree, at least do something interesting. It's a little thing that says a lot about a game. "Press X to pay respects to the animal." Dumb!
