you know, I never really thought about it before, but why did the UAC just leave open barrels of green ooze all over their workplace? that’s gotta be some sort of Space OSHA violation.

It was an internet meme in the early 00s. Bethesda made its iconic line (as made famous by Brutal Doom) a big part of their Doom reboot. It also has a part where the Doom Guy laments the ecological harm posed by irresponsible chemical waste storage
OSHA actually doesn't apply to uniformed military personnel. The DoD incorporates some OSHA regulations but it can do so selectively.
