Some programmer in the Federation Replicator Safety Agency got a ticket to make sure that when the machine generates unpopped popcorn (for the fucking humans who insist that "it's not the same experience if it's replicated already popped") in a self-popping container, the kernels have to be randomized enough that this can't happen.

I think this wouldn’t be an issue even then because you can’t heat them uniformly enough. Microwaves have hot spots and cold spots, any other heating is gonna get the outside ones more than the inside ones. You’d need a special mechanism to heat them uniformly enough.
I was thinking this as well.
On top of that, I would suspect any kernel that pops sooner due to positioning would slightly delay the surrounding kernels due to taking up some of the available heat, so any imperfections in how the kernels were being heated might be amplified by that.
