I mean the whole campaign has a very capitalist arch to it, strongly self-aware to the point of parody you could say. It's also keen to remind you in some subtle and not so subtle ways that you are a rampaging Randian psychopath destroying foreign cultures, collectivism and public works in the name of profit and power, covering it all in a veneer of bringing enlightenment and betterment through your industrial hand.
