i will make a post about this probably outlining the entire story but the short answer is the ONIC in collaboration with the outlets in my office was the problem. while switching the NIC to a different chipset effectively solved the problem, it did not explain why my old NIC worked perfectly in my wife's office--something only an issue with the wiring in my office could.

Oh unless you mean Ethernet wiring I guess lol, but I don’t understand how that could have impacted the WiFi? Anyway glad you figured it out regardless

I mean wiring in the outlets. I'm hardwired through ethernet but an ethernet cable is exactly that. It either works or it doesn't, and interference with that wouldn't cause the very specific and reproducable problems I was having.

Some folks have suggested the outlets not actually being grounded which is plausible? Either way I'm on a different outlet so whatever the case---problem's fixed.

Yeah fair actually, Ethernet almost certainly couldn’t have caused all that.

Well good to know my habit of recommending an electrician check out particularly resistant tech gremlins has been borne out again haha. It was a surprisingly common recommendation back when I worked at a repair shop. Like three times a year, but when it works two out of those three times a year it sticks with you lol

my best guess that the power outlet wasnt within the expected 120 volts ± 6% and/or the frequency was off causing weird bullshit to occur. (another thing having an uninterruptible power supply for ones computer protects from)
