i think part of it is that (iirc) DnB and Jungle started getting big near the start of music being made on computers, while synthwave was closer to music being made on electronics. computers play a much bigger role in the origin and history cyberpunk imo
Different sub genres of electronic music on a corp by corp, runner by runner, basis, imo.
