No, this is a petition directly to the House of Commons. It's meant just for Canadian citizens.

thanks for sharing! since it's been a few months, the linked petition has been closed, but there is this more recent one calling for an arms embargo: https://www.ourcommons.ca/petitions/en/Petition/Details?Petition=e-4745
