the subtle bit here is that 'order' is a double-entendre (as in command; as in sequence), and because most engineers are primed for udp-related jokes to be about the emergent properties of not guaranteeing delivery (and for udp jokes about not preserving sequence, usually it's more obvious, like scrambling the words of a sentence), so often people don't get the whole joke -- but that's okay, they weren't guaranteed to
