kind of, but not really, because it turns out that you can put basically whatever you want on a planeswalker ult without it being a design issue. IIRC MaRo has called this a "cameo mechanic"
([[show of confidence]] is like 90% of the way to storm and that was in a genuine combo deck in standard)
Cameos as something R&D is willing to do is also pretty new, I think starting with Battle cry in ONE. You could also um actually it by saying that the card doesn't have storm, it creates an emblem that grants storm.
But yeah either way storm isn't really a problem on this card because it's stapled to a planeswalker ult that you have to work for, and you get to win the game when you ult. Still a little crazy to see though, but storm is still 10 on the storm scale
