Tenshi is not a Touhou character I particularly like but she really captures the essence of the 16-year-old neighbor boy who totals your parked car while driving his dad’s Porsche at 80 miles per hour

Tenshi on her own: awful
Shion on her own: not as awful, but there isn't much too her, and she's kinda miserable to think about

Yes!! I agree with this, I think that’s such a good ship even though I’m not especially drawn to either character. I love Jo’on with Shion (NOT IN THAT WAY) but Jo’on is one of my favorite characters whereas Shion is a lot less interesting to me— I have never really understood Shion superfans, maybe they just like the sad girl archetype.
I think that Shion is a bit one-dimensional, not that there’s anything wrong with that, but Tenshi’s nature and immunity to her power force Shion out of her comfort zone and allow her to be a real character instead of just a foil. She has to acknowledge that her behaviors are learned, and ask herself what kind of person she is when she no longer has an excuse to shut out the world. She is allowed to grow for the first time, and Tenshi’s confident and impulsive personality is the perfect thing to spur that growth on.
