Well, you either meet a bear or you don't, so that's 50-50. And if you meet a bear it either mauls you or it doesn't, so that's also 50-50. As conditional probabilities obey that P(A∩B) = P(A|B) × P(B), we may assess the probability of mauling at 0.5 × 0.5 = 0.25 and proceed under the conclusion that the proportion of people mauled by bears as compared to the larger population will tend to 25% presuming consistency of P(A|B) and P(B) over time.
