they are extremely expensive, as one might expect for such a collector's item, but not "there is no feasible way I will ever afford this" expensive.
important to note that a devkit wouldn't be necessary to run custom code, and probably wouldn't even be the best platform nowadays (i haven't looked into it but I assume PCSX2 can force EE to use more than the default amount of RAM/maybe the devkit BIOS has been dumped/etc. etc.) but i do love the playstation 2 enough to consider it as a stretch goal to treat myself
