I know at least one of you has worked out how to draw a spiky speech bubble with pure CSS. Any tips? (Irregular shape not required, just adding spikes to the outside of a rectangle is perfect.)
With complex shapes or pictograms, don't forget to look at Unicode as a tool in the shed. There's, like, a lotta shit over there. For example, the Unicode symbol for an explosion, "π₯." This is pretty spiky-looking.
Scaling this up is straightforward. Because it's vector-based, it should be resilient to stretching. Basic transformations leave it pretty legible.

You can give it a stronger outline by putting some text-shadow on it. Here, I've added four shadows in different directions to give it outlines everywhere.

This does seem to stick you with having the inside of your POW! speech bubble be colorful. I hope that's what you wanted. Someone with actual expertise might be able to knock the hole out of the middle of the shadow, but that's beyond me.
