Can confirm. There are limitation on what girls and which of their body parts you're eligible to kiss.
But for ones that are in a kissable subset, it's nearly always free of charge and very enjoyable! Try it for yourself

Nice! I specced more in crit chance, it's viable build but not as effective in the current meta.
