to be clear i mean this kind of loose fitting boxers, and not boxer briefs, which i think are definitely underwear
Oh I get it yeah. I suppose these COULD be a short legged pajama.
I guess the "pants" question depends on if one would wear them out as their outer layer when going out. If no, not pants

Boxers are underwear.
Boxers are often utilised as pyjamas; similarly, briefs, jockeys, and other types of underwear can be used as pyjamas (but wear clean undies, not the ones you wore all day). However, wearing underwear beneath boxers is not generally 'the done thing'.
Additionally, it may be worth knowing that 'pants' exclusively means underwear in the UK (which I find weird, as 'underpants' implicitly means they are worn under pants, therefore: pants are the outer layer).
It's so weird. In my experience, you have to specify the type of pants you're wearing, e.g. trousers, jeans, track pants (which some folks call 'joggers'!?) otherwise they look at you strangely
If a superhero wears those undies on the outside of their pants, have those pants turned into the underwear? Are they wearing shorts over leggings, or the more simple underwear over pants?
i think the pants become underwear. they are under the actual pants (the underwear) and so the pants (which are now underwear and no longer pants) are under the things you are wearing..
