i'm not quite sure how a layman would find STG on steam, given that the "shoot 'em up" tag includes games like Crysis 3, and the "bullet hell" tag is dominated by vampire-survivors-likes

honestly i have no idea how to do it either. the "Steam SHMUP Fest" sale is happening in a couple of weeks, so i'm waiting to see if it's full of fps games and vampire survivorses or if there's a way to actually see shmups there. if they make it easy to find shmups in the shmup sale, maybe it will offer some clues towards how to find them on steam in general? god knows.
then again, so many people put their action games in the "roguelike" tag that steam had to make a separate traditional roguelike tag for regular roguelikes. predictably, everyone immediately started tagging their action roguelikes and vampire survivors games and autobattlers and deckbuilders as "traditional roguelikes" too. i'm not sure if there's a solution other than valve manually stopping developers from tagging their games certain ways, and it doesn't seem like they're willing to do it.
update now that the steam shmup fest trailer is out: oh :(
even the dumbest word the genre ever came up with has been co-opted. it's a curse, passing across generations...
when I'm looking for them, I also make sure to include additional tags like "top-down," which yes, does bring up the VS roguelikes. I'm not interested in roguelikes even beyond VS, so I also mute tags like "roguelike," "procedural generation," etc. It's not perfect but it helps cull out the more egregiously irrelevant games
these days it feels like the periodic festivals do a better job of having appropriate games than the actual tags do, probably because they are at least moderately vetted by actual human beings.
Well there’s always the zoomer method: Calling all of them “bullet hell” or “touhou likes” even when there’s like 10 bullets on the screen at most
