Why go programmatic when you could go manual?

Honor-system: please only tag your post with this tag if it contains other tags that are very active.

People should be able to bookmark the most recent few tags on "very active tags" posts and see an equivalent of a "very active tags" feed.

I don't play much attention to Twitter's algorithmic content but I'm pretty sure trending topics are at least in part made up of hashtags (which are presumably intentionally applied)

the problem here is that "show me the active tags" is "show me a popularity contest"

except users can ballot stuff

it only works out when every user plays by the rules and also incentivises the exact opposite behaviour
