Traditionally, ⟨ß⟩ did not have a capital form, although some type designers introduced de facto capitalized variants. In 2017, the Council for German Orthography officially adopted a capital, ⟨ẞ⟩, as an acceptable variant in German orthography, ending a long orthographic debate.[3]

oh maybe that's why. right i didn't think about how this was all uppercase
capital ß exists (not since that long tho) but is kinda uncommon to see used, so usually in all caps text you see it substituted with double S like that.

yeah! this is even part of why unicode and text representation in general is such a nightmare, because when changing the case of a text might not even end up with the same number of letters
