as per the supper mario broth, riolu is not one of the forbidden bros. but surely that byte is just out of bounds indexing a table of brother data (name and palette at least) so there is probably a hypothetical brother datum not in the table, that has the name riolu and even a nice palette.
lucario was playable in brawl alongside mario and riolu is like baby lucario. so there's also that line of logic to follow
