they did it was called japanese playstation plus and in the early 10s every month they would have like 100 ps1 games you could add to your account and download but they were 90% of them those SIMPLE 1500 series games. I have like 400 of them on ny japanese psn account (if i ever decide to resub to jp psn plus) that i can download to my ps3 until whenever they shut that store down.
