It's only one way (can add people without them adding you back) but pretty much yeah - you can set people as a VIP which adds them to a list on your Party/Farm pages. From there you can click to open peoples pages easily (or open all online users in a multiclick page.) Can also sort them into groups to add a little symbol by their name!
(adds: you can do it by going to their profile and hitting the lil hamburger liney menu button on the "About [username]" box - VIP settings is an option there!)
