Kade Milgram's loyalty only extends as far as your wallet, but that's just the way it goes buying and selling services in the grey market. Kade is currently under a two-year contract with REFORM, an agency sub-contracted by large corporations for item acquisition, target elimination and espionage. Kade is the newest driver at the agency, but quickly proved themselves to be the best they've got. Using that skill as leverage, Kade swayed REFORM into upgrading their 1970 Dodge Challenger R/T with modern suspension parts and some serious weight reduction to make the car even faster than it already was.
While it may seem perplexing that REFORM would allow their branding on a vehicle used specifically for illegal activities, it's that branding that allows them to give police forces a "forgetful memory," so to speak. With its fingers in many threatening pies, it comes as no surprise the local police don't dare interrupt a REFORM agent doing their business.
