i don't think this kind of thing was ever implemented anywhere but it was in a number (at least one) of proposals for marking nuclear waste dumpsites. the idea being that you want to make the environment as intimidating as possible to make people think twice before approaching even if they don't know what nuclear waste is and/or don't recognize ☢️ for what it is.
edit: it may have even predated ☢️ as a symbol. it's been a while since i read about it.
