I'm not sure if it'll ever come up (tho it might be a thing in even the current manga arcs future tbh), as who knows if Togashi will be able to physically finish Hunter X Hunter, but there is definitely something weird with the Kurta Massacre and the Phantom Troupe.
My big reason is the two bonus chapters of Kurapika Backstory that Togashi did as a tie in to that Phantom Rouge movie. We could debate canon but thats boring so I won't. Anyway the chapters give very little about the massacre except the one page mentioning reported details. It's quite vicious. Vicious even beyond what we normally see from the Troupe. And they left a message, one that is mentioned in the later manga during Yorknew in a separate incident involving Meteor City as a whole.
I'm not saying they didn't do it. The opposite, I think they did, but the Scarlet Eyes weren't the goal, revenge is. Esp with what the much later manga alludes to with their formation.
