At least two of his three contributions to Sonic and the Black Knight are either rerrangements or just straight-up rips from an old helicopter game called Black Dawn - whose ost was not written by Tommy Tallarico, but Todd Dennis, a composer working for TTS!
This particular track was actually rearranged by Jun Senoue - two other tracks are also from Tommy and one of them is even closer to the original Black Dawn track (though the source for the other one is unknown). He just picked some music his company owned and slapped it in there!
