what is the difference between a normal css style and a UserCSS style. i read the wiki page on it and i still have no clue. asking because i have a css style i want to publish

nothing. just how it's loaded (as part of the page vs. via browser mods or whatever)
css refers to all of css, whether it s loaded locally or online, as in a server thats not your computer, otoh, userstyles or user css specifically refers to css that is loaded on top of the css served to a website, and this css is stored on your computer (the "userstyles" folder), each browser has special syntax to make the css interact with specific websites, but chrome completely removed support for this, and firefox is kind of crummy, so nowadays you just use an extension for this
oh sorry, yes, exactly what Loni said. in terms of the specifications that define the syntax of CSS and what it means, exactly the same specs apply to both.
