I think that the site producing a feed of posts from the tags that you follow reduces the impulse to follow individuals.
from what i understand u kinda have to be a content creator and just spam tags and u will grow which is cool if ur a content creator but not cool if ur just an Average Joe
in time as more people join and use the website it will be easier i feel like. i personally feel a bit apprehensive to follow people i dont already know (why? who could say). but also people have out of the blue followed me and i use this website on a pretty infrequent basis. so ultimately the gears are very inscrutable to me. but mostly i feel like the site is still in its infancy in a lot of ways and as more people join and the longer people use the website people will find it easier to branch out of their own circles
