Do not ask, "Can anyone tell me why..." when what you want to do is whine. You are summoning an audience to waste their time. Someone - indeed, more than one someone - is likely to try and answer your question in good faith. Just complain. Don't try to gin it up as though you're tackling some grave injustice by asking a rhetorical question in a public forum.
