I have found that cables with a braided covering instead of the soft solid sheath of PVC often do no elicit the same response. I wonder if that means that the shape is enough to deter chewing or if those cables are made of something different like, polyester or something...
In regards to whether the cat toys train them to chew cables, I suspect they don't. I have two cats. One who has always liked to chew on PVC cables since he was a kitten and we actually got him some PVC and silicon toys so he'd chew on those INSTEAD of the cables. Another who is about ten years younger than the first and was raised on the toys we had to keep the first from chewing on cables, but he doesn't care about cables at all (he does love the sound it makes when he chews on the edges of plastic packages though). While this is obviously not statistically significant, it does lead me to believe that at least some of the cable chewing is nature instead of nurture.
