does anyone have any recommendations for electric shavers for face that are under $40? been thinking about getting a oneblade since i've had good experiences with one of those but the replacement blades can get a bit pricey...

I used the Remington F5 for a couple years before I decided I preferred wet shaving. It's pretty good and while it's MSRP is about $60 it frequently goes on deep sales. I got mine from an electronics store around Christmas for like, $25 but that was A While Ago.

I can still attest that it's a pretty good shaver. They sell some newer models that are a bit cheaper MSRP that have the same head design with the Interceptor Bar to trim down hairs slightly too long to get properly shaved.
