Pngtubing is extremely easy with https://veado.tube I have done pngtuber things for people before to set it up for them but I have a feeling your comments are about to be flooded with much better artists than me, given your reach. In any case, I just wanted to recommend the software because it's nice and it's good, and I like the people who made it.

Hi ! I'm doing PNGtuber commissions right now, you can find out more on my commission sheet on my page. There's a ton of really strong programs that don't take up too much pressure on your CPU or RAM, like Veado or PNGTuber+ !!

I made a "svgtuber" for myself where different parts of the SVG image are animated separately in response to input volume. I could make another similar one without too much difficulty.

I mean, any artist who does headshot commissions should be able to do it. All you need is a headshot with a mouth open alt, and a blinking alt for both of those.
